为保障大型油轮航行、锚泊安全,提高锚地利用效率和港口通航效率,日照海事局VTS中心制定《日照港大型油轮锚泊安全指南》,现予以公布,请参照执行。

日照港大型油轮锚泊安全指南
为进一步规范日照海事局辖区大型油轮锚泊秩序,防范大型油轮海上险情事故发生,保障海上交通安全、有序、畅通,依据《中华人民共和国海上交通安全法》有关规定,结合日照港实际,现制定《日照港大型油轮锚泊安全指南》。
一、请各船舶严格遵守相关法律规定,及时向海事管理机构报告船舶动态,并根据锚地实际情况和海事管理机构的建议,在公布的锚地、锚位锚泊。
二、日照辖区内适合大型油轮抛锚的锚地有两处、7个锚位,分别是大型油轮防台避风临时锚地和大船三号锚地。
1.避风锚地
由以下四点连线围成:
A:35°04′17″N/120°01′54″E
B:35°03′41″N/120°02′33″E
C:35°04′45″N/120°04′02″E
D:35°05′21″N/120°03′23″E
避风锚地内有3个推荐锚位:
一号锚位:35°04.28′N/120°01.90′E;
二号锚位:35°04.26′N/120°03.24′E;
三号锚位:35°05.35′N/120°03.38′E。
2.大船三号锚地
由以下四点连线围成:
A:35°11′46″N/120°09′06″E
B:35°12′04″N/120°09′32″E
C:35°14′03″N/120°09′42″E
D:35°12′49″N/120°07′58″E
大船三号锚地内共有四个推荐锚位:
一号锚位:35°11.77′N/120°09.10′E;
二号锚位:35°12.82′N/120°07.97′E;
三号锚位:35°13.05′N/120°09.60′E;
四号锚位:35°14.05′N/120°09.70′E。
三、未按照《海上交通安全法》第五十四条规定进行报告的,严禁进入中华人民共和国领海、内水。
四、请各船舶按照港口靠泊计划,提前调整航行计划,按照先到先用的原则,在锚地水域内有序锚泊;当锚地容量不足时,船舶按照靠泊计划的先后顺序,依次使用锚地、锚位;锚地内无合适位置锚泊的,请采用经济航速到港或在公海等待。
五、对未按规定在锚地水域内抛锚的,海事管理机构将及时提醒船舶调整锚泊位置;对未按要求调整的,海事管理机构将在船舶到港后依法处理。
六、船舶在锚地航行和抛锚时应加强瞭望,谨慎驾驶,保持通信联络畅通,安全避让其他锚泊船;充分考虑锚地水深、锚地容量等条件,确保航行及锚泊期间保持足够的富余水深、船舶间距满足安全要求。
七、船舶在锚泊期间应当正确显示号灯、号型,加强对船舶及其设备的维护保养,确保机器设备随时可用。

Safety guide for VLCC anchoring in Rizhao Port
In order to maintain maritime transport safety, and prevent the accidents on VLCC at sea,in accordance with the relevant regulations of the Maritime Traffic Safety Law of the People's Republic of China and the actual conditions of Rizhao Port, the Safety guide for VLCC anchoring in Rizhao Port is hereby formulated.
1. Please strictly abide by the relevant laws and regulations,timely report position, identity, intention and movements of vessels to Rizhao MSA, and anchor in the announced anchorage or anchor positions, according to the actual conditions of the anchorage and the recommendations of the maritime administrative authority.
2. There are 2 anchorages and 7 anchor positions for VLCC in Rizhao area, named the shelter anchorage and large vessel NO.3 anchorage.
1)the shelter anchorage
within the joint line connecting the following four points:
A:35°04′17″N/120°01′54″E
B:35°03′41″N/120°02′33″E
C:35°04′45″N/120°04′02″E
D:35°05′21″N/120°03′23″E
There are 3 recommended anchor positions in the shelter anchorage:
NO.1 ANCHOR POSITION:
35°04.28′N/120°01.90′E;
NO.2 ANCHOR POSITION:
35°04.26′N/120°03.24′E;
NO.3 ANCHOR POSITION:
35°05.35′N/120°03.38′E;
2)the large vessel NO.3 anchorage
within the joint line connecting the following four points:
A:35°11′46″N/120°09′06″E
B:35°12′04″N/120°09′32″E
C:35°14′03″N/120°09′42″E
D:35°12′49″N/120°07′58″E
There are 4 recommended anchor positions in the large vessel NO.3 anchorage:
NO.1 ANCHOR POSITION:
35°11.77′N/120°09.10′E;
NO.2 ANCHOR POSITIO:
35°12.82′N/120°07.97′E;
NO.3 ANCHOR POSITION:
35°13.05′N/120°09.60′E;
NO.4 ANCHOR POSITION:
35°14.05′N/120°09.70′E。
3. Failure to report in accordance with Article 54 of the Maritime Traffic Safety Law of the People's Republic of China, vessels should be strictly prohibited from entering the territorial sea and internal waters of the People's Republic of China.
4. Please adjust the voyage plan in advance according to the port berthing schedule, and anchor in an orderly manner in the anchorage. When the capacity of the anchorage is insufficient, please anchor according to the order of the berthing schedule. If there is no suitable position for anchoring in the anchorage, please navigate with the economical speed or wait for the information out of the territorial sea.
5. If a vessel fails to anchor in the anchorage waters as required, Rizhao MSA will promptly remind the vessel to adjust the anchor position; if the vessel fails to adjust as required, Rizhao MSA will investigate the illegal act according to the relevant regulations when the vessel arrives at the port.
6.Please keep good lookout, navigate with caution, stand by on the VTS working channel or VHF 16, keep clear with other vessels, and give full consideration to the water depth, capacity and other conditions of the anchorage, to ensure the safety of navigating and anchoring.
7.Please correctly display the lights and shapes, strengthen the maintenance of the equipment,to ensure that the machinery and equipment are available at any time.
