刚刚,某大社发布了——关于近期东澳地区高发滞留缺陷项目的提示,在提示中警告前往土澳的船舶,要高度警惕:小舱口盖关不严、平舱口盖关不严、压载舱空气管头失效缺陷,这三类缺陷,一旦发现,土澳将滞留船舶。
在茫茫人海中,大社是很腼腆的,受委屈也不会叫出声来,只有刺激久了,才会很大声,可以想象,这些天,大社的船一定被土澳滞留了很多,才会发这个提示。
所以,这个提示,大家很有必要关注下。
根据提示,三类高发滞留缺陷如下:
1. All access hatches to cargo holds not able to close weathertight. Booby hatch of cargo hold No.7 Aft not able to close weathertight.

一般是船员为进入舱室省事,在打开平舱口盖后,没有将所有螺母旋紧造成的。
整改起来也方便,把螺母拧上就行。
2. Cargo hold No.2 (FWD) and No.4(Aft) booby hatches not able to close weathertight.

PSCO检查时,发现船舶小舱口关不严,橡胶垫老化,打开手柄卡死等现象,会滞留船舶。
3.Multiple ballast tanks air vent closing arrangements defective.

压载舱空气管头常见的缺陷形式是:浮盘受损,导杆腐蚀脱开,空气管头本体洞穿等。
据可靠消息,2023年1月1日至今,土澳AMSA共滞留船舶149艘次,这149艘次中很大一部分是由bisbane/Newcastle/portland的PSCO完成的,船型上多以散货船为主。
上面三类缺陷都是违反了loadline中水密/风雨密的要求条款。
事实上,与舱盖相关的检查依据,一个是Loadline中的风雨密,一个是SOLAS中的检验设备的维持。
条款不多,也好理解,总之,有个原则:舱盖漏了、破了、裂了、进水了要被滞留!盖不严、关不上要被滞留!
PSCO能查的几个点是:舱盖、舱盖密封胶条、开舱液压装置及管线、舱盖固定装置、舱口围。
下面是老编整理的常见滞留缺陷,供大家参考。
1. Hatch cover cylinders of No. 3, 4 and 5 hatches leaking. Class to provide inspection report after repair.(ISM)——3/4/5号舱液压油缸漏油,维修后需要船级社检验
2. Couple of cargo hold hatch covers securing arms found seized and could be not be used with hatches open.舱盖固定臂卡死,不能使用。
3. Forward store hatch cover`s several securing nuts missing, safety pins missing at forecastle deck.首储物舱舱口盖固定螺丝缺失,安全销缺失
4. Several hatch coaming drains, non-return valve type not operational, valve blocked, plugs missing.(ISM)舱口围板泄放阀故障,被堵死。
5. Weathertight hatch cover for provision store (B deck) and conveyor room hatch starboard side (main deck) - many securing bolts missing.(ISM)食品存储间固定螺丝缺失
6. Various cargo hatch (1-6) cover securing arrangement - toggle cleat saddles and threaded centerline bolts found defective (corroded/wasted, collapsed or seized).(ISM)舱口盖的各种固定装置损坏
7. Cargo hold hatch covers - weathertight rubber packing partly missing or detached and improperly repaired (12 point), rubber packing channel broken (10 cm).舱口盖风雨密胶条部分损坏
8. Several cargo hold hatch cover securing cleats, crutch wasted and buckled.(ISM)舱口盖张紧器变形、损坏。
9. Hatch cover No.1, forward securing cleat brackets corroded and deformed.(ISM)舱口盖张紧器腐蚀、变形。
10. Hatch cover clamping devices not properly maintained. Unable to be engaged (numerous places) including critical locations - cargo holds 1, 2 & 3.(ISM)舱口盖张紧器维护不当,多处不能固定
11. Cargo hold hatch covers sealing rubber defective. (Cracked and has permanent set). Few places.(ISM)舱口盖密封胶条故障
12.Various quick acting cleats frozen, to be attended within 30 days.(ISM)
13. Hatch cover seal area drain channels corroded preventing free draining. Eight drain orifices total port side blocked with cargo debris.(ISM)舱口盖泄放管线被堵。
14.Hatch cover No.2 hydraulic broken.(ISM)2号液压缸故障。
15. Booby hatch covers for cargo holds number 1, 3 ( P ) and ( S) sides and hold 4 and 6 (S) side unable to close(左舷1号、3号,右舷4号、6号小舱口盖不能关闭)
16. Cargo hold covers cleats and rubber in poor condition. Several hydraulic pipes/connections on control levers of the hatch cover in poor condition. Sample points over painted.(舱口盖夹紧装置、橡胶垫状态差,液压装置控制杆状态差,Sample points是被堵了么?求解释)
17.Two (2) approximately 6 sections of missing gasket material on the No.4 cargo hold hatch cover.(4号舱盖6块垫块中缺少两块)
18.Two snug parts for clamping device on No.6 C/H hatch cover - Deformed and non-functional.(6号舱盖夹紧装置锁紧部件变形、失效)
19.Several safety clips of hatch rollers locking pin found to be corrode and damaged. Additionally some witchard keys found in poor condition.(ISM)
20.Cargo hatch mating surface on hatch coaming corroded effective seating. Hatch coaming drain channel paths corroded. No.5 hatch landing pads corroded.(舱口围锈蚀严重,排水槽锈蚀)
21. 90% of quick acting cleats on water ballast hold No.3 loose.(压载舱平舱口90%的锁紧螺母松弛)
22. Small section of hatch cover gasket missing Hold No.1 aft hinge starboard.(1号货舱橡胶垫块部分缺失)
23.Cargo hatch quick acting cleats (QAC) & wedge cleat crutches corroded, broken due to corrosion or bent, lots of H/C rubber packing missing, No.4 C/H coaming stay crack found.(舱盖锁紧装置和楔块变形、断裂或锈蚀严重)
24. Cargo hold No.2 ventilation hatch cover found corroded on securing rubber edge holder, securing rubber found in poor condition.(货舱2通风舱口盖橡胶垫块状态差)
25.Engine room skylight cover not fully bolted.(机舱天窗固定螺栓缺失)
26.No.1 & No.2 Hold safety latches to secure the hold in open position not in use at time of inspection because of damages to the rails, vessel made alternative means for securing. (PSCO检查期间,由于导轨损坏,1号2号货舱处于打开状态,不能关闭)
27.Numerous locking lever on opened hatch covers not in locked position and No.1 hatch cover locking lever missing.(控制杆没有处在打开位置,1号舱控制杆缺失)
28.No.2 & No.4 hatches unable to seal weathertight. No.2 hatch gap between the compression bar & rubber seal is 5mm to 20mm for 5 m width. No.4 hatch gap is 5mm to 20mm for entire width.(2号和4号货舱不能保证风雨密,2号货舱存在5米长5至20毫米宽度的缝隙,4号货舱存在5至20毫米宽度的缝隙)
29. All hatch covers lubripad found compressed, holders corroded and adjusting screw seized , not maintained properly.(货舱缺少维护保养,锁紧装置卡死,垫块状态差)
30.Cargo container fallen on Hatch cover No. 7 (starboard ) pontoon after dislodged from Hatch cover no 7 center ( Bay 58 ,rows 5) Hatch cover damage not checked.(集装箱砸在7号舱盖上,却没有进行事故后的检查维护)
