本条引用以 A.714(17) 决议通过的经修正的《货物堆装和系固安全操作规则》。其1.9.2规定:

S72-12/CII-2/R15.2.9规定:
高压燃油泵和喷油器之间的所有外部高压燃油输送管路都应采用护套管道系统保护,该护套管道系统能够在高压管路故障时容纳燃油。夹套管包括一个外管,高压燃料管被放置在其中形成一个永久组件。护套管道系统应包括收集泄漏的装置,并应提供燃油管路故障报警的装置。
All external high pressure fuel delivery lines between the high-pressure fuel pumps and fuel injectors shall be protected with a jacketed piping system capable of containing fuel from a high-pressure line failure. A jacketed pipe incorporates an outer pipe into which the high-pressure fuel pipe is placed forming a permanent assembly. The jacketed piping system shall include a means for collection of leakages and arrangements shall be provided for an alarm to be given of a fuel line failure.
三、关于应急演习
FIRE DRILL AND ABANDON SHIP DRILL NOT CARRIED OUT WITHIN 24 HOURS AFTER DEPARTURE SINGAPORE WHEN MORE THAN 25% CREWS CHANGED.
SOLAS/CHIII/R19.3规定:
1.每位船员每月应至少参加一次消防演习和一次弃船演习。
2.船舶经过重大处理或改装后首次投入营运,或有全体船员换新时,应在开航前举行消防演习和弃船演习。
3.如有25%以上的船员未能参加该特定船上的上个月消防演习和弃船演习,应在该船离港后24h内举行该两项应急演习。
另外,如有少于25%的船员上船,可不必按照上述要求2和要求3进行开展演习,但应尽快在不迟于2个星期内对其进行救生设备和灭火设备的船上培训(SOLAS/CHIII/R19.4),且要保证其每月参加一次消防演习和一次弃船演习。

SOLAS/II-1/R3.9规定:
1.2010年1月1日或以后建造的船舶,应按本条2的规定配备登离船设施,……
1.Ships constructed on or after 1 January 2010 shall be provided with means of embarkation on and disembarkation from ships for use in port and in port related operations,……
2.本条1要求的登离船设施的构造和安装应基于本组织制定的指南。

1. 船舶实际装载货物情况可发生变化,原先的积载计划也应随之作出改变,完整稳性计算也要作出重新预算,至少包括:装载货物分布,船舶剪力和弯矩,同时还应包括装卸货物的次序、数量及速率、减压载或加压载的能力等。
2. 对应的柴油机应根据公约要求,其高压燃油输送管路都应采用护套管道系统保护,老旧船换新管路时要特别注意。此外,轮机员要熟悉操作该燃油管路故障报警装置,并确保其报警装置的有效性。
3. 应急演习的时机和船员更换人数的关系,在SOLAS/CHIII/R19.3和19.4有明确规定,总结如下:少量船员更换时,2周内开展培训;25%以上船员未参加上月应急演习,离港后24小时内做应急演习;新船、重大改造船或整体船员换班时,开航前开展应急演习;每个船员至少每月参加一次消防演习和一次弃船演习。
4. 舵机室内的通道布置的目的是保证液体泄漏时有适宜的工作条件,其布置包括扶手栏杆,格子板或其他防滑地板,常见问题有格子板被移走,防滑材料脱落导致地板不防滑,扶手栏杆不完整,不能保证人员到达操舵装置和控制器位置。
5. 2010年1月1日或以后建造的国际航行船舶,当船舶使用登离船设施时,需要在登离船设施附近,备有一只带自亮灯及救生浮绳的救生圈,以供即时使用。常见问题有带灯不带绳,带绳不带灯,或者是备两只救生圈,一只带灯另一只带绳,这些配置都是错误的。
