JCC检查注意事项及切尔诺莫斯克Chornomorsk港简介冯恪祥-船长
黑海粮食倡议联合协调中心(Black Sea Grain Initiative Joint Coordination Centre),简称JCC, 自2022年7月22号成立以来,已经从乌克兰的三个港口(Chornomorsk,Odesa ,Yuzhny)运出了27569470MT粮食(截止2023-4-11),为世界粮食价格稳定做出了积极贡献。下面是我们本航次去乌克兰切尔诺莫斯克港(Chornomorsk)装粮的一些经验,在此和大家分享,如有不足之处,欢迎指正。
一 航线简介
1.等待锚地CANAKKALE由三个锚地组成,GPS位置如下;
1.1 NO.1(39-51.06N 026-02.70E;39-51.80N 026-03.60E;39-54.30N 026-02.43E 39-54.15N 025-57.80E);
NO.2(39-54.15N 025-57.80E; 039-52.75N 026-00.00E; 39-50.40N 025-57.95E ;39-49.10N 026-00.00E; 39-46.00N 025-57.40E ;39-46.94N 025-55.30E; 39-50.45N 025-53.40E)
No.3(39-49.10N 026-00.00E; 39-46.00N 025-57.40E; 39-44.00N 026-01.96E;39-47.86N 026-04.81E)1.2 No.1锚地用于补给,加油等。No.2锚地用于油船,化学品船装有危险品的船舶等;No.3锚地用于一般散货.VTS建议散货船舶在三号锚地抛锚或者外面漂,因为等待的船舶比较多,船长可以自己决定是否在锚地外面抛锚或者漂,但是这里水深都比较深,VTS不负责锚地以外的安全。3号锚地由北向南,水深慢慢增加,通常起北风时,容易走锚。锚地以外的地方,水深交深,抛锚需要注意。大量去乌克兰方向的船舶在三号锚地附近抛锚等候。1.3 进入CANAKKALE VTS管辖区域,需要代理向VTS递交SP1- report,否则不让进入VTS管辖区域。1.4达达尼尔海峡出口对面的岛屿LIMNOS ISLAND属于希腊的(如下图),有时候会发现进海峡的船舶在该岛屿附近抛锚,此岛屿没有VTS,向SECTOR KUMKALE VTS报告,他不会理睬,安全难以保障。

2.伊斯坦布尔检查锚地位于S (Sea of Marmara):TA 41 00.36 N 028 59.13 E TB 40 59.33 N 028 58.57 ETC 40 58.09 N 028 56.47 E TD 40 59.84 N 028 56.47 E此锚地为北上JCC检查锚地,如果JCC没有检查计划,只能在MARMARA漂。
旁边的B,C锚地为补给锚地,如果需要补给,需要先向VTS报告,申请港引水CH74,先到B或C锚地抛锚, 补给完毕之后,向VTS报告,申请移到A锚地,然后等待JCC的检查。
3.土耳其黑海检查锚 N (Black Sea):TE 41 14.90 N 028 59.58 E TF 41 17.26 N 028 59.58 ETG 41 17.26 N 029 02.20 E TH 41 15.50 N 029 04.60 ETI 41 15.20 N 029 04.60 E此锚地为南下装完货的JCC检查锚地,也是黑海卸完货的船舶在此等候。但是最后在哪里检查,还是由JCC指定。
4.VHF 频道

5.引水站5.1 KUMKALE引水站海图位置40-00.39N 026-08.13E,但是VTS指定的位置为KUMKALE 灯塔,就是该引水站继续前行2.8海里。要特别注意调整好船速,不要迟到,我们在VHF里听到有船由于晚到近半小时而被VTS取消引水计划。5.2 申请去补给锚地(Sea of Marmara)B或者C的引水站位置为:MO(A)附近5.3北上过ISTANBUL海峡,引水站为防波提南2海里,大概位于40-58.63N,028-59.67E。
5.4 南下过ISTANBUL海峡,引水站为正横TURKELI LIGHT,一般在前面一点的大桥下面上引水。
6.The Southern Waiting Area 南部等待区域,JCC要求进入MHC南部时间0500-2100LT(+3),MHC区域外则没有要求,JCC只允许在南部等待锚地少于24小时。7.The Maritime Humanitarian Corridor(MHC)人道主义走廊,进入MHC需要向JCC的watch keeper报告,每两个小时发送船位,航向,速度等,进出MHC也需报告并截屏。
二.JCC检查注意事项1.北上准备的文件(空载检查)1.1JCC一般提前10天左右通知船上,先进行文件审核,文件审核满意了,后再安排登轮检查。1.2检查文件如下:JCC Inspection Check listThe given below list considers that the original documents area vailable on the vessel and the inspection team is provided with 1 copy for each item.● Copies have to be signed and stamped by the master.● Documents must be prepared in accordance with the date of inspection.● For the sake of time efficient inspection documents must be provided in accordance with the given belows equence.

1.3 装港代理多次提醒检查重点;01)GAP需要船级社盖章,如果是改了船名,需要在改名处盖章签字。02)要么有Compliance to fuel oil consumption reporting这个原件在船,要么能够在网上可以查得到。03)ATTESTATION是指修船后,船籍社的last docking survey statement.1.4 检查一般从10点开始,JCC-乌克兰人有时会提前和船长联系,告知注意事项和检查重点。1.5 JCC检查人员一般登轮9人,不允许对JCC检查人员拍照,先检查证书,然后分成三组,一组从驾驶台开始检查生活区,一组检查机舱,一组检查甲板和大舱。他们会检查所有的干隔舱,空压载舱,锚链舱,特别检查船头,船尾,货舱之间的干隔舱。需要提前做好准备,如果发现不符合他们的要求,那就检查不通过(VHF聊天了解到有的船舶的首尖舱导门打开了,没有移开通风,JCC看到后扭头就走)。检查前也会要求查看气体探测仪证书,压载水记录本等,然后一一核实。1.6 油舱,压载舱也会测量,计算,比对轮机日志。不能有大的误差。1.7 检查符合要求后,他们会在航海日志上,签字。2.满载(南下)检查注意事项2.1返航后,JCC会要求你提交准备好检查就绪书,和熏舱证明一起提交。如下DECLARATIONOFREADINESSFORVESSELINSPECTION

(a periodofminimum24 hoursfollowingthecompletionofthefumigationperiod);
b. I confirmtheresidualfumigantlevelhasbeentestedinaccordancewiththemanualandisbelowtheMPC levelofthefumigant. ThelevelwastestedusingPhosphinegasdetectortubes, orotherappropriate measuringequipment, tomeasuretheresidualgassesfromfumigation,andaphotoorvideorecordingis attachedtoevidence the test result;
c. Iconfirmthattheequipmenttoconductasecondtest, inthepresenceoftheinspectors, willbeprovided onboard. The equipment will be in good condition, along with the instructions for the use of the equipment (acontroltestwillbeconductedbytheinspectors);
d. NotwithstandingtherequirementsofParagraph 1b, forvesselsunderfumigation,cargoholdsaretobe closedwhilsttheinspection team embarks.
IunderstandthatinthecasenotfulfillingtheprovisionsofthisDeclaration, orinthecaseofsubmissionof inaccurateinformation, theinspectionofthevesselwillbecancelledandpostponedforaweek, orwillbe conductedearlier, ifsuchan opportunity arises (taking into account the current queue for inspections).

2.2 JCC 提醒的几个常见的反航检查注意事项:1)Fumigation phosphine test kit tubes – CHECK EXPIRY DATE 2)Evidence of fumigation and ventilation missing – CHECK SHIPS LOG ENTRY HAS BEEN MADE 3)Fumigation test not conducted – ENSURE PHOSPHINE TUBE TEST IS CONDUCTED 4)Photographic or video evidence provided of fumigation test – PHOTO / VIDEO 5)DECLARATION OF READINESS not submitted – CHECK DECLARATION HAS BEEN SUBMITTED 6)Crew list from by agent does not match the masters crew list – CHECK CREW LISTS MATCH 7)Ballast tanks not open – OPEN TANKS 8)Failure to respond to JCC letter of Non-Compliance – ENSURE FULL REPLY HAS BEEN.2.3 南下时,上表的证书文件也会再次要求准备好,并一一检查。着重看CARGO MANIFEST 和B/L 海关报关原件(这个是海关报关用的,装港海关会给一份留船)。No.25-ATTESTATION改成了CLASS 证书。2.4 如果有熏舱,他们要求查看熏舱证明,检查航海日志记录情况-需要记录开始熏舱和结束熏舱时间,按照熏舱证书的要求,查看你的通风时间的记录情况。然后去看气体测试的照片或者视频.检查船员自测的气体玻璃试管,这个需要留着。满意之后,就开始甲板机舱生活区检查。2.5 甲板检查很仔细,每个压载空仓,洗舱柜,管子弄都会查看,首尖舱,尾尖舱都会下到最下面查看。当然克令吊也不会放过,每个吊都到顶部检查。货舱的前后导门也会要求开启,检查。2.6 生活区从驾驶台顶部往下,每个房间都会仔细查看。2.7 机舱也是检查的相当仔细,不留死角。着重看了主机循环柜子的干隔舱,舵机间下舵层导门;测量了轻油柜,要求误差小于5吨。主机处所的密闭舱室不用打开。三.CHORNOMORSK抵港文件及进口手续办理
1.到达熬德萨的Holding area后,依照熬德萨VTS指示,等待或者抛锚。如果有进港计划,会有10个左右的军人上船检查,核对人脸,检查全船。时间大概1小时。
2.引水和检查军人一起上船,检查完毕后军人离船,引水开往CHORNOMORSK.港口正航线附近,有一台浮吊,每天晚上1830左右封住入口,早上0600左右打开。港口正入口处有条沉船,在航道正中间行驶,不影响但是需要注意。3.到港口后,代理和移民局,海关,卫检等等一行12人上船办关。文件按代理要求提前准备,还是要求全船对面孔,测体温,检查全船所有区域。代理会找机会协商小费问题。4.港口保安员会上船签保安等级三的声明。5.港口安排了三个保安在梯口值班,船上提供伙食。6.代理说可以退污油,回收垃圾,但是这些需要向JCC报备。为了减少麻烦,装港只装货就好了。7.淡水18USD/吨+150USD的海关费。伙食也可以提供,很贵。8.货物是岸上计量,可以要求租家同时安排做水尺。9.完货后,代理会带海关,移民局登上船办关,还是要全船核对面孔。海关在B/L(海关报关用,代理准备)和CARGO MANIFEST上签字,盖章。
10.如果办完关,不能及时离港的话,比如大雾封港,三个军人会在船直到开航。
四.验舱及装货
1.验舱很仔细,每个舱也都很认真检查,检查了边边落落,好在我们舱的状况还行,最后一次性通过。
2.港口密度1.010--1.014,最大离港吃水13.0米。具体还得看码头的水深。
3.NO.2号泊位开始使用抓斗,等空高小于13.0米时候,将抓斗改成斗车。大概一天5000-6000吨的样子。两个头作业,24小时基本不停.
4.NO.3 &4 泊位的水深较深,有14.0米多。用简易的传送带装,装货速度也明显比2号泊位快,工头说一天可装一万多吨。五 最后总结:
1.目前俄乌战争还是交织状态,很难说什么时候结束。去乌克兰装粮,大家最关心的还是安全问题。JCC应该是幕后联系各方,确保信息畅通,及时提供有效信息给各方的一个组织。目前去乌克兰装粮的船只都安全返航,没有听说一例事故。
2.很多船只等JCC检查的时间比较长,装货回来也需要等待检查。所以要节约淡水,及时补充伙食。JCC第一次检查后到再次检查前,不允许购买伙食的或者补充淡水。
3.在到达或离开乌克兰的水域时候,有时候会没有GPS信号,可以及时向VTS报告,寻求岸上支持。当引水在船时,会有小艇引导前行。
4.乌克兰装港代理每天会发布动态和计划,发邮件也会及时回复,他收到JCC重点检查的注意事项,也会提前通知船上。
