一、 看公约规定

OLAS III/7.2救生衣

2.3 The lifejackets used in totally enclosed lifeboats, except free-fall lifeboats, shall not impede entry into the lifeboat or seating, including operation of the seat belts in the lifeboat.除自由降落救生艇之外，用于全封闭救生艇上的救生衣应不妨碍穿着者进入救生艇或在舱内入座，包括扣好安全带。2.4 Life jacket selected for freefall lifeboats, and the manner in which they are carried or worn ,shall not interfere with entry into the lifeboat, occupant safety or operation of the lifeboat.自由降落救生艇选用的救生衣及其携带或穿着方式，应不妨碍进入救生艇、乘员安全及救生艇操作。

LSA/4.7.2自由降落式救生艇的承载能力

4.7.2.1 自由降落救生艇的承载能力是指配有座位而不影响推进装置或任何救生艇属具操作，平均体重为82.5kg的乘员数量。座位表面应光滑和成形，在所有接触面上设有至少10 mm的软垫为背部和骨盆提供支持并为头部提供柔韧的侧面支持。

二、 看说明书规定

自由降落式救生艇操作手册（部分型号）

安全警示：

Don’twearlifejacketsduringfreefalllaunching.Failure to observe this procedure may lead to serious injury or death!

操作程序：

Life jackets should not be worn during the launchingof the boat, but should be taken on board and put on as soon as the boat is afloat. The wearing of a lifejacket during launching may lead to injury!

三、分析建议：

1、SOLAS关于救生衣的配备，仅对重力式救生艇船舶，要求能穿着救生衣登艇入座扣好安全带；对自由降落式救生艇的要求，是携带或穿着，不妨碍登艇、乘员安全及救生艇乘员安全及救生艇操作；

2、MS.1/CIRC.1205关于救生艇操作手册编制，举例中明确在做登艇准备时有穿着救生衣的环节，但该例只针对重力式救生艇；MSC.1/CIRC.1578弃船演习安全指南明确要求在制定演习计划时要参考救生艇厂家操作手册并合理开展。

3、部分型号自由降落式救生艇厂家操作说明，明确禁止穿着救生衣放艇。自由降落式救生艇放艇时有非常强的冲击力， 需要乘员后背及头部与座位靠背完全贴合，提供均衡的承托。

4、总体而言，重力式救生艇，船员应穿着救生衣登艇；自由降落式救生艇，船员不能穿着救生衣登艇，但应携带救生衣，并在艇入水后立刻穿着。
