大证是咱们航海人的驾照，只不过这本驾照涉及到的规则叫做避碰规则，和轿车的驾照相比麻烦多了。船员兄弟们在念书、考证、在船工作的时候，一直都在背诵、理解和使用避碰规则。

     但是，避碰规则是英文的，中文翻译过来后，读起来非常难受。不是理解不了，而是翻译的非常书面化，句子很长且不符合汉语的表达习惯，读起来得想半天才能弄明白一句话的意思。几乎每个学驾驶专业的人，都感同身受。能不能来点痛快的，符合汉语习惯的避碰规则的译文呢？

      李老师斗胆翻译了避碰规则的第一条。为啥斗胆？因为避碰规则是咱们驾驶专业的圣经，既然是圣人写的，就不能随便改动。我现在要改动一下译文，胆子确实有点大了。

     因此，必须声明：这只是我个人的理解，登不了大雅之堂，权当兄弟们茶余饭后的一个谈资吧。肯定有很多不妥之处，敬请指正。

Rule 1 Application 

第一条 避碰规则的适用范围

(a) These rules shall apply to all vessels upon the high seas and in all waters connected therewith navigable by seagoing vessels. 

原翻译：

１.本规则各条适用于在公海和连接于公海而可供海船航行的一切水域中的一切船舶。

实用翻译：

航行在公海上的海船，航行在与公海相连的那些水域中的海船，都必须遵守本规则。

(b) Nothing in these rules shall interfere with the operation of special rules made by an appropriate authority for roadsteads, harbours, rivers, lakes or inland waterways connected with the high seas and navigable by seagoing vessels. Such special rules shall conform as closely as possible to these rules.

原翻译：

２．本规则各条不妨碍有关主管机关为连接公海而可供海船航行的任何港外锚地、港口、江河、湖泊或内陆水道所制订的特殊规定的实施。这种特殊规定，应尽可能符合本规则各条。

实用翻译：

对于与公海相连的那些港外锚地、港口，江河湖泊或者内陆水道这些水域，主管机关制订了海船航行于这些水域时的另外一些规定。但这些规定的内容，应该尽可能的与避碰规则保持一致。

因此，海船一方面要遵守避碰规则，另一方面也要遵守这些规定，两者并不矛盾。

(c) Nothing in these rules shall interfere with the operation of any special rules made by the Government of any State with respect to additional station or signal lights, shapes or whistle signals for ships of war and vessels proceeding under convoy, or with respect to additional station or signal lights or shapes for fishing vessels engaged in fishing as a fleet. These additional station or signal lights, shapes or whistles shall, so far as possible, be such that they cannot be mistaken for any light, shape or signal authorised elsewhere under these rules. 

原翻译：

３.本规则各条，不妨碍各国政府为军舰及护航下的船舶所制订的关于额外的队形灯、信号灯或笛号，或者为结队从事捕鱼的渔船所制定的关于额外的队形灯或信号灯的任何特殊规定的实施。这些额外的队形灯、信号灯或笛号，应尽可能不致被误认为本规则其他条文所规定的任何号灯或信号。

实用翻译：

各国政府为军舰及其护航下的船舶，制订了一些额外的队形灯，信号灯，笛号等方面的特殊规定；还为结队捕鱼的渔船，也制订了一些额外的队形灯，信号灯等方面的特殊规定。

以上这些特殊规定里面额外的灯号，要和避碰规则里面规定的灯号严格区别开来，以免误解。

因此，海船一方面要遵守避碰规则对灯号的规定，另一方面也要遵守这些特殊规定对灯号的规定，两者并不矛盾。

(d) Traffic separation schemes may be adopted by the Organisation for the purpose of these rules. 

原翻译：

为实施本规则，本组织可以采纳分道通航制。

实用翻译：

避碰规则要求，海船须遵守分道通航制。

(e) Whenever the Government concerned shall have determined that a vessel of special construction or purpose cannot comply fully with the provision of any of these rules with respect to the number, position, range or arc of visibility of lights or shapes, as well as to the disposition and characteristics of sound-signalling appliances, without interfering with the special function of the vessel, such vessel shall comply with such other provisions in regard to the number, position, range or arc of visibility of lights or shapes, as well as to the disposition and characteristics of sound-signalling appliances, as her Government shall have determined to be the closest possible compliance with these rules in respect to that vessel.

原翻译：

５．凡经有关政府确定，某种特殊构造或用途的船舶，如须完全遵守本规则任何一条关于号灯或号型的数量、位置、能见距离或弧度以及声号设备的配置和特性的规定，就不能影响其特殊功能时，则应遵守其政府在号灯或号型的数量、位置、能见距离或弧度以及声号设备的配置和特性方面为之另行确定的尽可能符合本规则所要求的规定。

实用翻译：

在避碰规则中，对于号灯号型的数量，位置，能见距离，弧度以及声号设备配置和特性，都有具体的规定。

同样，有些政府对此也有一些其他规定，但政府的这些规定应尽可能的与避碰规则保持一致。

具有特殊结构或者特殊用途的船舶，如果遵守避碰规则并不影响其特殊的功能时，那么，这种船舶也要遵守政府要求的这些规定。
