关于CIC检查船上厨师培训合格证的应对注意提醒

    2022年度CIC检查已于9月1日开展。最近几日,发生多起因为大厨证书被PSCO官员处罚的案例。

    根据交通运输部海事局公告:2022年7月1日启用新版《船上厨师培训合格证明》,大厨应在2023年6月30前向船员培训机构申请换领海事管理机构签发的《船上厨师培训合格证明》上船,存有一年过渡换证期。

    目前船队厨师所持有《船上厨师培训合格证明》均为培训机构签发,为避免个别CIC检察官登轮检查不予认可,现分享一下船东根据部海事局发文制作中英版供船上解释应对!

交通运输部海事局关于进一步规范船上厨师和膳 食服务辅助人员培训发证工作的通知 

Notice of the maritime safety administration of the Ministry of transport on further regulating the training and certification of on-board chefs and catering service assistants


各船员培训机构,各直属海事局:

All crew training institutions and all direct MSA: 


为更好地履行《2006年海事劳工公约》,进一步规范船上厨 师和膳食服务辅助人员培训发证工作,现就有关事宜通知如下 :

In order to better implement the Maritime Labour Convention of 2006 and further regulate the training and certification of on-board chefs and catering service assistants, the relevant matters are hereby notified as follows: 


一、船员培训机构应严格按照《中华人民共和国船员培训管理 规则》及其实施办法的相关要求,开展船上厨师和膳食服务辅助人 员培训和发证工作,并通过船员电子申报系统,实施培训开班报备 、培训合格证明签发等工作。

1、 The crew training institution shall, in strict accordance with the relevant requirements of the regulations of the people's Republic of China on the management of crew training and its implementation measures, carry out the training and certification of on-board chefs 交通运输部海事局 and catering service auxiliary personnel, and carry out the reporting of training classes and the issuance of training certificates through the crew electronic declaration system. 


二、船员培训机构应对未经船员电子申报系统报备的船上厨师 和膳食服务辅助人员培训信息进行系统补录,并提交海事管理机构 确认。原船员培训机构存在注销、撤销、吊销等情形的,由其所在 辖区的海事管理机构在船员管理系统中进行补录。所有信补录工作 应于 2022 年 6 月 30 日前完成。

2、 The crew training institution shall make a systematic supplement to the training information of the on-board cooks and meal service auxiliary personnel not reported by the crew electronic declaration system, and submit it to the maritime administrative agency for confirmation. In case of cancellation, cancellation or revocation of the original crew training institution, the maritime administrative institution in its jurisdiction shall make a supplementary record in the crew management system. All supplementary information recording shall be completed before June 30, 2022.


三、新版《船上厨师培训合格证明》《船上膳食服务辅助人 员培训证明》自 2022 年 7 月 1 日起正式启用。2023 年 7 月 1 日起,在船工作的船上厨师应持有新版《船上厨师培训合格证 明》。

3、The new version of "certificate of qualification for on-board chef training" and "certificate of training for on-board catering service auxiliary personnel" will be officially put into use on July 1, 2022. From July 1, 2023, on-board chefs working on the ship shall hold the new version of the certificate of qualification for on-board chef training.


四、持旧版船上厨师和膳食服务辅助人员培训合格证明的船员 ,应于 2023 年 6 月 30 日前完成向原培训机构换领新版培训合格证 明;原培训机构存在注销、撤销、吊销等情形的,船员可向海事管 理机构指定的船员培训机构换领。 

4、 Crew members holding the old version of the training certificate for cooks and catering service auxiliary personnel shall complete the renewal of the new version of the training certificate from the original training institution before June 30, 2023; In case of cancellation, cancellation or revocation of the original training institution, the seafarers may apply to the seafarer training institution designated by the maritime administrative agency for replacement.


五、船员培训机构应当为其培训的船上厨师和膳食服务辅助 人员换领新版培训合格证明提供便利,通过船员电子申报系统发 放新版培训合格证明,并收回旧版培训合格证明,不得收取任何换 证费用。

5、 The crew training institution shall facilitate the replacement of the new version of the training certificate by the on-board chefs and catering service assistants, issue the new version of the training certificate through the crew electronic declaration system, and recover the old version of the training certificate, and shall not charge any replacement fee. 


六、海事管理机构应指导辖区船员培训机构妥善做好新版培 训合格证明换发工作,同时督促辖区船员培训机构及时采集船上 厨师和膳食服务辅助人员签发电子证照相关信息,便利船员电子 证照办理。

6 、 The maritime administrative agency shall guide the seafarer training institutions in the jurisdiction to properly replace the new version of the training certificate, and urge the seafarer training institutions in the jurisdiction to timely collect the relevant information on the electronic certificates issued by the ship's chefs and catering service assistants, so as to facilitate the handling of the electronic certificates of seafarers. 


七、海事管理机构应加强对辖区船员培训机构船上厨师和膳 食服务辅助人员培训的监督管理,督促指导辖区培训机构将船上 厨 师和膳食服务辅助人员培训项目及培训合格证明证书管理 等纳入船员培训质量管理体系。 

7、The maritime administrative agency shall strengthen the supervision and management of the training of on-board chefs and auxiliary catering service personnel of the crew training institutions under its jurisdiction, urge and guide the training institutions under its jurisdiction to incorporate the training items of on-board chefs and auxiliary catering service personnel and the management of training certificates into the crew training quality management system.
