经改装后的船舶是否需要做倾斜试验?稳性资料什么情况下需要利用新的数据更新或者联合使用?

  今天下班前,有好兄弟打电话过来,其负责的船舶刚刚经历了改装(增加EGC),船舶刚刚称重,并得到了相关数据。不知道如何判断是否要重新进行倾斜试验。本问,将会从新造船(后续系列船)、现有船改装、客船、货船的不同维度介绍。

A、新造船(后续系列船)(适用于客船和24米及24米以上的货船)

公约:

(1)The Administration may allow the inclining test of an individual cargo ship to be dispensed with provided basic stability data are available from the inclining test of a sister ship and it is shown to the satisfaction of the Administration that reliable stability information for the exempted ship can be obtained from such basic data, as required by regulation 5-1. A lightweight survey shall be carried out upon completion and the ship shall be inclined whenever in comparison with the data derived from the sister ship, a deviation from the lightship displacement exceeding 1% for ships of 160 m or more in length and 2% for ships of 50 m or less in length and as determined by linear interpolation for intermediate lengths or a deviation from the lightship longitudinal centre of gravity exceeding 0.5% of L is found.

从以上可知,如果是新造船的后续船,只要满足空船重量和空船重心的纵向位置的偏差在范围内,就可以免除做倾斜试验。真的是这样吗?显示不是的,请看Resolution MSC.429(98)/Rev.1

For any new sister ship with known differences from the lead sister ship that do not exceed the lightship displacement and longitudinal centre of gravity deviation limits specified in regulation 5.2, a detailed weights and centres of gravity calculation to adjust the lead sister ship's lightship properties should be carried out. These adjusted lead sister ship lightship properties are then used for comparison to the new sister ship's lightweight survey results. However, in cases when the known differences from the lead sister ship exceed lightship displacement or longitudinal centre of gravity deviation limits specified in regulation 5.2, the ship should be inclined.

3 When the lightweight survey results do not exceed the specified deviation limits, the lightship displacement and the longitudinal and transverse centres of gravity obtained from the lightweight survey should be used in conjunction with the higher of either the lead sister ship's vertical centre of gravity or the calculated, adjusted value.

翻译成人话:

1)首先计算后续船已知的重量和重心的纵向位置的变化有咩有超过(1)里面的极限值。

2)将变化的部分融入首制船,得到相应的信息。既:首制船新的重量 ,以及重心位置的信息。

3)将新的信息再和后续船做比较(比的目的是获取更高的VCG)。

4)如果没有超标,则使用时,后续船的重量、重心的纵向位置和横向位置时,应结合结合计算前和计算后更高的重心的垂向位置。

2、营运船舶

(1)现有船改装(适用于客船和24米及以上的货船)

5.4 Where any alterations are made to a ship so as to materially affect the stability information supplied to the master, amended stability information shall be provided. If necessary the ship shall be re-inclined. The ship shall be re-inclined if anticipated deviations exceed one of the values specified in paragraph 5.5

5.5 At periodical intervals not exceeding five years, a lightweight survey shall be carried out on all passenger ships to verify any changes in lightship displacement and longitudinal centre of gravity. The ship shall be re-inclined whenever, in comparison with the approved stability information, a deviation from the lightship displacement exceeding 2% or a deviation of the longitudinal centre of gravity exceeding 1% of L is found or anticipated.

经历过改装的船舶,从公约的原文,只要比较重量的变化(2%)和重心纵向位置(1%)即可。但实际呢,还是看Resolution MSC.429(98)/Rev.1

翻译成人话,就是4个步骤

1、是否需要重新做倾斜试验比较重量的变化(2%)和重心纵向位置(1%)以及重心垂向位置(1%);三个指标任意一个超标,就要安排倾斜试验了(花时间,花人工,最后花钱,船东要骂人了)。

2、如果上述1都在范围呢,再判断三个指标是否在一半的范围呢,如果任意一个没有,则,利用新的信息去变更稳性资料。

3、如果上述2不执行,偏差在一半的范围内,不需要更新。

4、如果经历了很多次的改装,虽然每次都在范围内,但是考虑累积后,需要和最近一次倾斜试验的结果比较,然后执行1-3。

(2)客船的五年一次称重

5.5 At periodical intervals not exceeding five years, a lightweight survey shall be carried out on all passenger ships to verify any changes in lightship displacement and longitudinal centre of gravity. The ship shall be re-inclined whenever, in comparison with the approved stability information, a deviation from the lightship displacement exceeding 2% or a deviation of the longitudinal centre of gravity exceeding 1% of L is found or anticipated.

如果没有超标,此时的客船只有以下一个要求:

既:使用稳性资料的时候,采纳新的信息。如果从考虑使用方便的角度,也就是5年更新一次(融入)稳性信息。这样更加方便使用。

请问:1、此船要不要做倾斜试验?2、如果不要,要不要更新稳性资料?3、提供的信息全不全?

这个case,如果船东懂行,绝对要骂人!但是不懂行的喜欢白嫖,而且目前是主流,算了,还是让他们多掏几次,才尊重知识!请把专业的事情,交给专业的人,因为,您很多时候都是“道听途说”,仅仅知道这个名词而已。
