The USCG stands for the United States Coast Guard, and the A.M.S.A. stands for the Australian Maritime Safety Authority. They play significant roles in the PSC inspections for the U.S.A. government and the Australian Government respectively.

7.What do you think are the duties of being a 3/O onboard?

*三副职责：靠、离泊协助船长，航行值班，维保救生消防设备，管理体系。

The Third Officer is responsible for assistance shipmaster in the bridge when the vessel is mooring or unmooring or anchoring; S/he is responsible for a condition report containing all arrival or departure data to the shipmaster and copies to the Chief officer or departure data to the shipmaster and copies to the Chief Engineer as well as the Chief Officer;S/he is responsible for all life saving appliances (LSA)and fire fighting equipment (FFE) to ensure all of them are maintained in a thoroughly efficient state and in valid; S/he is responsible for keeping all flags and signal equipment to be kept in good working conditions; S/he is responsible for the cargo watch duties as directed by the Chief Officer; S/he is responsible for the navigation watch on the bridge when the vessel is underway；S/he is responsible for management system.

8.You are the OOW of a power driven vessel. Of which vessels must you keep out of the way first?

According to rule 18 states that I must keep out of the way of the following vessels, in descending order:(1)A vessel not under command; (2 )A vessel restricted in her ability to manoeuvre;(3)A vessel engaged in fishing;(4)A sailing vessel.

9.What measures should be taken when you are on duty entering a fog bank?

According to company system ,taken many measures, such as stand-by engine, reduce speed, watch on the bow, switch on radar, and sound whistle or siren,call the captain as the circumstances.

10.How do you record important time into ship’s log book,such as Anchoring,Berthing and Unberthing,etc?

Record as required by company and captain,

Drop anchor:Slowed down engine checked engine,P/Anchor stand by，Drop anchor, Anchor hold with 8 shackles in water,Anchor position in order.

Heavy up anchor:Heaving up anchor, Anchor aweigh,Anchor clear,Underway.

Berthing:Pilot embarked the boat left,Course &speed varied under pilot’s guidance,Started turning,Make fast tug line at P/bow,Make fast all tug lines,First line ashore,All lines make fast,Let go all tug lines,Pilot disembarked,FWE.

Unberthing:Check engine telegraph &steer ,Stand by engine,POB,Tugs make fast,Commenced unmooring,Single up fore and after,All tugs let go,All lines clear off&Let go last mooring line,Ship started sailing,Pilot disembarked,Course and speed varied under master’s command,Ring off engine,Sea speed.

11.How often do you carry out a fire drill?Who is the on-scene commander of a fire drill?What should the firefighting party do during the fire drill?

Once a month.The chief officer is in charge ofit on site.If the drill is performed in the engine room, the chief engineer will be in charge of it.

During the fire drill the firefighting party should arrive at the scene immediately, break out their equipment and fight the simulated fire.

12.How often will you perform a life drill?How often is the lifeboat launched into water? What's the essence of the abandon Ship drill?What's the content of your drill?

Once a month.

Within 3 months the lifeboat into water.

The essence of the abandon ship drill is that the lifeboat are manned and operated by the crewmembers assigned to them on the muster list.

It consists of the donning of the lifejackets and operation of the lifeboat equipment,embarking and launching in less than 5 minutes,launched into water within 10 minutes.

Each member of the crew should participate in at least an abandon ship drill every month. The drill should take place within 24 hours after the ship's departure from a port if more than 25% of the crew have not participated in the abandon ship drill on that particular ship in the previous month.
